Decide which things are really important, and tell the offending party so. If it's something relatively minor, let it go. There's no need for family war over grandma giving an extra toy, etc. For the cell phone issue, maybe she can call the phone provider and restrict the line. If she doesn't want her own child to have things the "certain someone" wants her child to have, she needs to be assertive with the guilty party and respectfully but firmly say No. And mean it.
